Why is there no physical-presence requirement?
This is an official feature of the E28C route specifically — unlike many other investor programmes that require spending a certain number of days per year in the country, this condition officially does not exist here.
How does E28C differ from business routes?
E28C is for investors who do not found a company: funds go into government bonds, shares, mutual funds, or deposits, rather than the capital of their own business.
Can property be chosen instead of financial instruments?
Yes, but only at the 10-year tier — buying residential property from $1,000,000 is an alternative to financial instruments at the same tier ($700,000), not a separate route.
Which banks can hold the deposit?
State banks of Indonesia — Mandiri, BNI, or BRI, named directly in the programme requirements.
Is a separate ITAS procedure required?
No — this is a programme feature: no separate ITAS procedure at the immigration office is required; everything happens through a single online filing.
Who administers the programme?
Indonesia’s Directorate General of Immigration — filing is fully online via the Molina portal.
