A cheap entry into Schengen — but the law is under revision

Latvia residence
through business investment

One of the cheapest entries into the Schengen area — but the current law is under revision, and changes may not take effect before 2027.

Investment from
€60,000
Time to status
1–3 mo.
Stay requirement
1 day a year
Status
5-year residence permit

The threshold is company capital + a state fee

The full amount comes from two mandatory parts — many sources cite only the capital, missing the state contribution. The company must meet criteria: up to 50 employees, turnover under €10 million, taxes from €40,000/year.

What the full cost consists of

A good fit if

You want the cheapest formal entry into the Schengen area among the programmes in this index.
You are willing to invest in a genuine Latvian company, not just "buy" a status.
The minimal stay requirement — 1 day a year — suits you.
You are prepared to follow how the law develops — the route may change no earlier than 1 January 2027.

A poor fit if

You need certainty for years ahead: the law is under revision and route details could change.
Your budget only covers €50,000 without the mandatory state fee — the real entry threshold is €60,000.
You have no real business partner or company to invest in — this route is not for passively holding assets.
You need a path to EU citizenship on a reasonable timeline — the programme is built for residence, not fast naturalisation.

Who runs this programme

Frequent questions

Why €60,000 and not €50,000, as sometimes quoted?

€50,000 is the company capital, but the law also requires a mandatory €10,000 state budget fee. Many marketing materials cite only the capital, understating the real entry threshold.

What is happening with the law right now?

On 11 June 2026 the Saeima approved amendments that would significantly change the programme, but the President referred the law back for revision on 19 June 2026. Current rules remain in force at least through 1 January 2027.

What kind of company qualifies?

Up to 50 employees, annual turnover or balance under €10 million, tax payments from €40,000/year. The investment can be capital, a loan to the company, or capital expenditure.

How is this different from the subordinated capital route?

Subordinated capital is a separate, costlier route from €280,000 (5-year Latvian bank bonds). Business investment from €50,000+€10,000 is a completely different, much cheaper path.

Who can be included in the application?

A spouse and children — they apply for residence together with the main applicant.

How long does it really take?

One of the fastest processes in Europe — typically 1–3 months from filing to the residence card.
