Frequent questions
Do you have to live in Malta?
No — there is no stay requirement for MPRP, either while the application is reviewed or after status is granted. That is a key difference from programmes like Cyprus or Spain.
Can you apply without an agent?
No. The law requires filing through an agent licensed by the Residency Malta Agency — there is no route for direct applicant filing.
Rent or buy — which is better value?
Renting is cheaper upfront (from €70,000 over 5 years), but that money is not returned. Buying from €375,000 needs more capital immediately, but the property remains an asset.
Who can be included in the application?
A spouse, children up to 28 (including unmarried, financially dependent ones), and the parents and grandparents of both the applicant and the spouse — up to four generations on one application.
What happened to citizenship by investment?
It was abolished following the CJEU judgment of 29 April 2025. The replacement "Citizenship by Merit" is officially not a continuation or alternative to the old scheme, and the agency explicitly bans marketing it — MPRP (permanent residence) is unrelated to that history.
How long does review actually take?
12 to 18 months once due diligence is included — that is a typical duration, not an inflated one; the shorter timelines sometimes advertised rarely hold up in practice.
